Readiness signals are joined from the same single-fetch scans behind our published government and higher-education studies. Vendors are assigned only on a platform-specific marker, so shares are conservative: sites on bespoke or unfingerprintable stacks are counted in the population but attributed to no vendor. Embedded third-party services (meeting portals, translation and accessibility widgets, mapping) are recorded separately and never counted as the site's vendor.",
